Rules & Handicap Committee Update #1
Welcome to 2024 and the first Newsletter for the year from your Rules & Handicap Committee. Throughout the year we will share our Education series with you, along with other key information on rules, peer reviews and player responsibilities.
To begin, here’s a quick review about the Rules & Handicap Committee and why our Club is required to have one.
Picton Golf & Country Club is a Member Club Facility of Golf Canada and our provincial association Golf Ontario. The Club and its members receive many benefits through its contract with Golf Canada/Golf Ontario. In return, the Club must agree to adhere to Member Club Facility responsibilities outlined in the contract.
One of these is that the Club must establish a valid and operational Rules & Handicap Committee to manage the Handicap System as outlined by Golf Canada/Golf Ontario, promote compliance by its members and act in accordance with the procedures set forth in the Rules of Handicapping. The Committee members, in this role, are volunteers for Golf Canada/Golf Ontario.

World Handicap System - What’s New for 2024
In its first update since its introduction in 2020, the World Handicap System has made some changes to improve the system and assist players in applying the Rules of Handicapping. Key changes include:
- The number of holes required to play to post valid 9-hole and 18-hole scores
- The use of expected scores for holes not played
- New Playing Conditions Calculation sensitivity
- New tools designed to assist in Handicap reviews
- The ability for shorter length courses to obtain official course and slope ratings.
